 1. WEBBMS-7148 - INC35373001 - BMS application running slow and spinning 
 - please route ticket to National BMS Team
  
 Problem:
 --------
 User is reporting general slowness with adding and removing Veterans in a 
 facility's Patients Pending Bed Placement List (PPBPL), as well as delays 
 in opening the facility Whiteboard. Eventually, all sites are unable to 
 use BMS until the system is restarted.
  
 Resolution: 
 ----------
 In an attempt to avoid performance issues like those described above, the
 Patient background processor will no longer perform a bulk patient call 
 for a specific facility, whenever there is a combination of 1) empty
 facility PPBPL, 2) empty VISN PPBP and 3) empty Community Care Tracking
 List (CCTL) for that facility, because there are no Patient IEN values to
 pass into the query.
