Description:

 This patch will correct the following issue in the Mental Health DLL
 feature of the CPRS GUI:
  
 1. CPRS 30 is being upgraded to Delphi XE3 and will now use the unicode
    character standard. Since the YS_MHA_A.dll is based on the ansi 
    character standard there is a conflict when CPRS tries to make a call 
    out to the dll.
    
 2. Introduce a new parameter (YS MHA_A DLL NAME) that will return the 
    current name of the YS MHA_A Dll.

 the installation point of contacts by the CPRS Implementation team.
  
 Installation of these host files must be coordinated among the personnel 
 affected because these host files will be installed in one installation 
 session.
