 This added functionality addresses the issues identified in Jira items 
 SPP-11213 User Name entry fails when multiple names match
 SPP-11256 Location/Clinics with long names show as invalid
  
  
 Problem:
 --------
 If there are multiple users with the same name, subsequent names will 
 display the user's title.  This caused the web interface to fail name 
 validation.
  
 Some location names use the full allowable thirty characters which caused 
 the web interface to fail location name validation.
  
  
 Resolution:

 The web application was updated to accommodate both situations.
