$TXT Created by MARKS,MARY K at DEVFEX.FO-ALBANY.MED.VA.GOV (KIDS) on Monday, 06/09/03 at 15:26 ============================================================================= Run Date: JUN 24, 2003 Designation: DG*5.3*527 Package : DG - REGISTRATION Priority: Mandatory Version : 5.3 SEQ #450 Status: Released Compliance Date: JUL 25, 2003 ============================================================================= Associated patches: (v)DG*5.3*244 <<= must be installed BEFORE `DG*5.3*527' Subject: HIPAA CONFIDENTIAL ADDRESS - PHASE II CHANGES Category: - Routine - Data Dictionary Description: ============ The objective of the Health Insurance Portability and Accountability Act (HIPAA) Confidential Communication Project is to develop and deploy enhancements to the Veterans Health Information System and Technology Architecture (VistA) software to comply with HIPAA rules for Confidential Communication 45 CFR 164.552. Registration has been asked to provide the Fee Basis application with the ability to edit the confidential address fields and to track changes to permanent and confidential address fields. The following modifications will be made to provide this functionality: 1. Post-initialization routine DG53527P adds a cross reference to several confidential address and permanent address fields. This cross reference tasks a job to execute the protocols attached to the DG FIELD MONITOR protocol. This event point gives the subscribing protocols the ability to monitor activity on the address fields. Cross references will be added to the following fields: Field Name Field # Cross Reference ------------------------------------------------------------------- STREET ADDRESS [LINE 1] .111 ADGFMD111 STREET ADDRESS [LINE 2] .112 ADGFMD112 STREET ADDRESS [LINE 3] .113 ADGFMD113 CITY .114 AGDFMD114 STATE .115 AGDFMD115 ZIP CODE .116 AGDFMD116 ZIP+4 .1112 AGDFMD1112 CONFIDENTIAL STREET [LINE 1] .1411 ADGFMD1411 CONFIDENTIAL STREET [LINE 2] .1412 ADGFMD1412 CONFIDENTIAL STREET [LINE 3] .1413 ADGFMD1413 CONFIDENTIAL ADDRESS CITY .1414 ADGFMD1414 CONFIDENTIAL ADDRESS STATE .1415 ADGFMD1415 CONFIDENTIAL ADDRESS ZIP CODE .1416 ADGFMD1416 CONFIDENTIAL START DATE .1417 ADGFMD1417 CONFIDENTIAL END DATE .1418 ADGFMD1418 CONFIDENTIAL ADDRESS CATEGORY Multiple (#2.141) CONFIDENTIAL ADDRESS CATEGORY .01 ADGFMD01 CONFIDENTIAL CATEGORY ACTIVE 1 ADGFM1 2. The existing logic in routine DGDDC only executed traditional cross references and the existing logic in DGLOCK3 assumed the confidential address fields were not cross referenced. FILE^DIE call was added to both routines to assure both traditional and new style cross references are executed. 3. An additional input parameter value was added to QUES^DGRPU1. An application calling this module with "ADD4" as the second input parameter will be prompted for the confidential address fields.
