Part of that release included address enhancements designed to provide a more accurate and cleaner address for use in comparison against a newly instituted geographic-based monetary threshold. Specifically, the enhancements allowed for the automatic population of city, state, and county based on entry of a zip code, automatic update of "recent" address changes throughout VA Medical Centers (VAMCs) and the Health Eligibility Center (HEC), and the addition of two new files - one for county (#5.1) and one for postal codes (#5.12). The Interim Address Enhancements (IAE) project addresses the following issues and requirements: VistA Enrollment/Registration: 1. Patient Permanent Mailing Address update a. Allow review and manual accept/reject of patients permanent mailing address using IVM Demographic Upload Functionality for patients receiving pharmacy mailout prescriptions b. Allow automatic upload of "new" patient's permanent mailing address to site(s) if the Bad Address Indicator (BAI) is set AND/OR there are no active pharmacy scripts AND the address being sent is newer than the one on file at the site(s) c. Allow the IVM BACKGROUND JOB to automatically upload "new patient's permanent mailing address if the site hasn't taken any action to review and accept or reject the address change after 14 days. d. Allow city selection for multiple cities per zip 2. Reporting on changes to patients permanent mailing address a. Create a report containing changed addresses b. Create a report containing the addresses to be auto uploaded 3. IVM Demographics Upload Cleanup for address fields 4. Periodic cleanup of IVM Demographic Upload File for non-address fields 5. Filter the outbound HL7 message from VistA to ignore sending "bad" addresses to HEC Infrastructure and Security Services (ISS): 1. Add entries for other cities to the USPS Postal Codes File 2. Add longitude and latitude values to County File 3. Provide an API that will return the valid city or cities name(s) for a given ZIP Code 4. Modify MFN~M05 message to include new postal code fields FUNCTIONAL DESCRIPTION ====================== The functional changes that will be introduced with this patch include: 1. For patient permanent address, for a specific zip code that corresponds to a geographical location on file, a list of city choices will be provided, with "*" indicating the default city for the zip code. If a city name has a standard USPS abbreviation, the standard abbreviation will be listed, and saved when chosen. 2. Users with the "EAS GMT COUNTY EDIT" key will be allowed to edit State and County, enter a zip code that is not currently in file #5.12 as the patient's zip code (yet without adding the zip code to file #5.12), or enter free text city name. The "EAS GMT COUNTY EDIT" key should be assigned to the proper individual(s) at your facility. 3. If more than one state and county correspond to a zip code, the user will be allowed to edit the State and County fields, even if the user does not have the "EAS GMT COUNTY EDIT" key. 4. Manila, Philippines will be exempt from the Rules 1-3 above, where users will be able to edit all the patient permanent address fields without the zip code linking features. 5. After address edits are complete, "before change" and "after change" values for the patient permanent address fields will be displayed to the user, and the changes will be saved only if the user confirms their accuracy. If the user answers No, "^" or "^^" to the confirmation question, all changes will be aborted. 6.If a user enters "^" or "^^" during the editing of patient permanent address, "EXIT NOT ALLOWED ??" will be displayed, and the same field will be prompted until the user provides a valid input. 7. If a user times out during the editing of patient permanent address, all changes during the editing sessions are aborted. 8. A new report, Report - All Address Changes [DG ALL ADDRESS CHANGE REPORT], will be available for the user to compare the patient current address to patient address as of 24 hours previously for those patients whose permanent address fields have been modified during the past 24 hours. The report will be emailed, and the default recipient is a local mail group named "DG DAILY ADDRESS CHANGE". The report can be scheduled as a daily task via TaskMan. It is recommended to run the report during other than normal business hours. The option, Report - All Address Changes [DG ALL ADDRESS CHANGE REPORT], will be added to the Registration Menu [DG REGISTRATION MENU]. A sample of the report: Subj: DG ALL ADDRESS CHANGE (AUG 28,2003@14:55) [#21717] 08/28/03@14:56 20 lines From: David,Jones In 'IN' basket. Installation will take approximately 20 minutes. This patch should NOT be installed while the IVM BACKGROUND JOB [IVM BACKGROUND JOB] is running. In order to prevent missing HL7 traffic while this patch is being installed, TaskMan should be placed in a wait state. Installation Steps ================== 1. KIDS will not install data dictionary or data changes in files that require a higher level of Fileman access than is defined for the user doing the KIDS install. To insure that all data dictionary and data changes distributed in a patch are installed correctly, DUZ(0) must be set equal to the "@" symbol. Set this variable if necessary, e.g.: >S DUZ(0)="@" 2. Download the KIDS file DG_53_P522.KID from the ANONYMOUS.SOFTWARE directory of either Albany, Hines, or the Salt Lake CIOFO to the appropriate directory on your system. 3. Use the 'LOAD A DISTRIBUTION' option on the KIDS INSTALLATION menu, and enter: DG_53_P522.KID. When prompted 'Want to RUN the Environment Check Routine? YES//', please respond YES. 4. Review your mapped set. If any of the routines listed in the ROUTINE SUMMARY section of patches DG*5.3*522 or IVM*2*79 are mapped, they should be removed from the mapped set at this time. 5.
