Description:
============

 This patch was developed as a follow-up to the HEC VistA Enhancements 
 Phase III project.  The following functionality is included in this 
 patch:
  
 1. A new consistency check will be added to Registration for patients 
 with a Filipino Veteran branch of service. If a patient has a Filipino 
 Veteran branch of service, but is ineligible because of no World War II 
 military service dates or no proof of Filipino Veteran eligibility, a 
 consistency check message will be displayed if the Veteran Status field 
 is set to "YES".  This new consistency check has been added to the 
 INCONSISTENT DATA ELEMENTS file (#38.6) as entry #86.
  
 2. A post-install routine will run that will search the Patient file (#2) 
 for verified POW or Priority 1 Unemployable veterans.  If the patient has
 a record in the Billing Patient file (#354), the RX copay status will be
 updated to 'Exempt' and the Exemption Reason will be updated to 'Former
 POW' or 'Unemployable Veteran'.  If the veteran has an RX copay test, the
 status will be updated to 'No Longer Applicable'.

   1.   LOAD TRANSPORT GLOBAL 
        ---------------------
        Choose the PackMan message containing this patch and invoke the 
        INSTALL/CHECK MESSAGE PackMan option.  
              
   2.   DISABLE ROUTINE MAPPING   (DSM for Open VMS sites only) 
        -----------------------
        Disable routine mapping on all systems for the routines listed in 
        step 3 below.  
       
 NOTE:  If the routines included in this patch are not currently in 
               your mapped routine set, please skip this step.

           Options, and Protocols? YES//' answer YES (unless otherwise
           indicated)
  
  
   7.  REBUILD MAPPED ROUTINE(S)  (DSM for Open VMS sites only)
       -------------------------
       Optional - Include the routines distributed with this patch
       in the mapped routine set.
      
       NOTE: This step is only necessary if you performed step 2 or 
             if you wish to include the routines in your mapped set.
  
  
  
 ******************* POST-INSTALLATION INSTRUCTIONS ********************
  
 The post-install routine, DG53632P, will perform the following
 functions:
  
 1. It will add a new entry (#86) to the INCONSISTENT DATA 
    ELEMENTS file (#38.6).
  
 2. It will queue the Unemployable Veterans Update process which
    will update the RX copay status to Exempt in the BILLING PATIENT
    file (#354) for Priority 1 Unemployable Veterans.  At the completion
    of the process a bulletin will be sent with the process statistics.
