 This patch will solve the problem by displaying the latest TIME entered 
 instead of the last TIME that was entered and the incorrect order of the 
 reports.

     Problem
     -------
  
     The TIME entry prompt displays the latest time, not the desired last
     time that was entered (option ESP DAILY OPERATIONS JOURNAL add a 
     journal entry). The VA POLICE DAILY OPERATIONS JOURNAL was not printing
     in time sequence.
  
     Also, the data validity check of date/time for the FROM DATE and TO 
     DATE was allowing date/time not in the proper format.  For instance, 
     a date/time entry of 04-03-12@0700 was accepted even though the format
     should be only 04-03-12-0700 (YY-MM-DD-HHMM).
  
     Resolution
     ----------
  
     The ^ESPAJE program was changed to sort time in horolog format ($H) 
     to display the last (Oldest) time, not the latest time  entered. 
     The ^ESPJOU1 program was modified to sort and print the journal entries
     in horolog time sequence.
  
     The data dictionary fields for the FROM DATE/TIME and TO DATE/TIME 
     for Input Transform to insure only date/time format YY-MM-DD-HHMM is
     allowed at data entry point.

 When using time frames across two days for your coverage period, sites 
 cannot cross 24 hour time periods between the first time and second
 time entered or else this sorting of times will not function properly.
 For instance, one cannot use 04-02-28-0600 to 04-02-29-0800, the 
 second time entered MUST precede 0600.

   This patch can be installed at any time.  Users do not need to be off
   the system.  Installation will take less than 2 minutes.
  
  1.  Choose the PackMan message containing this patch and invoke the 
      INSTALL/CHECK MESSAGE PackMan option.
  
  2.  (DSM for Open VMS sites only) Disable routine mapping on all systems
      for the routines listed in the Routine Summary.
   
      NOTE:  If the routines included in this patch are not currently
      in your mapped routine set, please skip this step. If you would like
      to view whether you are using ESPJOU1 for your ESP PRINT JOURNAL
      follow the following script to view or edit the routine name:

          backup any other changes such as DD's or templates.
      b.  Compare Transport Global to Current System - This option will
          allow you to view all changes that will be made when this patch
          is installed.  It compares all components of this patch
          (routines, DD's, templates, etc.).
      c.  Verify Checksums in Transport Global - This option will allow
          you to ensure the integrity of the routines that are in the
          transport global.
  
  5.  Use the Install Package(s) option and select the package ES*1.0*32.
  
      a.  When prompted 'Want KIDS to INHIBIT LOGONs during the install?
          YES//', answer NO (unless otherwise indicated).
      b.  When prompted 'Want to DISABLE Scheduled Options, Menu Options,
          and Protocols? YES//', answer NO
      c.  When prompted 'Enter protocols you wish to mark as 'Out Of
