OVERVIEW This patch changes the way the Z04 Insurance Data Transmission HL7 insurance information upload messages are processed when they are received by a VistA site from the Health Eligibility Center (HEC). Currently, standard Z04 HL7 messages are automatically loaded into VistA's IVM PATIENT (#301.5) file and the user has to use the Insurance Upload [IVM UPLOAD INS] option to manually select those insurance records whose data should be transferred into the INSURANCE BUFFER (#355.33) file. This patch will change this functionality so the Insurance Upload [IVM UPLOAD INS] option will no longer be needed on a regular basis. The new process will be: > If the process to store the contents of the Z04 HL7 message in the IVM PATIENT (#301.5) file encounters an error, then the current process of sending a negative acknowledgement with the error reason back to the HEC still occurs and the data is not stored in VistA. > On receipt of Z04 messages from the HEC, the system will continue to load the data into the IVM PATIENT (#301.5) file but will then attempt to automatically transfer the insurance information into the INSURANCE BUFFER (#355.33) file, without user intervention. > If the automatic transfer is successful, the information is then deleted from the IVM PATIENT (#301.5) file. > If the automatic transfer is not successful, the insurance data stays in the IVM PATIENT (#301.5) file and can be examined by means of using the Insurance Upload Option. Note that no bulletin is sent to alert you to this situation. A periodic review of this option by the sites would be advisable. The post-install included with this patch performs two functions: 1. It reads through the site's pending insurance information records (from previously loaded Z04 HL7 messages) in the IVM PATIENT (#301.5) file and attempts to automatically transfer the information to the INSURANCE BUFFER (#355.33) file. If successful, the message is deleted from the IVM PATIENT (#301.5) file. 2. It removes the SUPPRESS INSURANCE MESSAGE (#.04) field in the IVM SITE PARAMETER (#301.9) file. This field was used to suppress the bulletin that informed the users of the presence of new insurance data so it could be manually transferred. This bulletin will no longer be sent at all, so the parameter has no more purpose. II. ASSOCIATED REMEDY TICKETS & NEW SERVICE REQUESTS 1. FUNCTIONAL OVERVIEW The principal functionality provided by this patch is to change the process by which data is moved from the Z04 HL7 insurance upload message to the IVM PATIENT (#301.5) file to the Integrated Billing (IB) INSURANCE BUFFER (#355.33) file. The change will remove the necessity to manually review the Z04 HL7 message and then file it into the INSURANCE BUFFER (#355.33) file as the automatic filing of the message into the INSURANCE BUFFER (#355.33) file will be included as part of the upload of this HL7 message type into VistA. The bulletin normally sent to advise enrollment users that new insurance is available for upload will be eliminated. The field in the IVM SITE PARAMETER (#301.9) file (SUPPRESS INSURANCE MESSAGE, #.04) that controls whether or not this bulletin should be sent will be deleted as it is no longer used. This field will also be removed from the parameter edit option IVM Parameter Enter/Edit [IVM SYS PAR ENTER/EDIT]. IV. INSTALLATION INSTRUCTIONS This patch may be installed with users on the system, but should be loaded during non-peak hours to minimize disruption to users and to reduce the possibility of errors when the routines are updated. * Software Installation Time: The estimated installation time is less than 5 minutes during off peak hours. The background job that is spawned as a result of this installation will read through the 'ASEG' cross reference of the IVM PATIENT (#301.5) file to automatically upload any existing Z04 insurance information messages into the INSURANCE BUFFER (#355.33) file. Installation Steps: =================== 1. Use the INSTALL/CHECK MESSAGE option on the PackMan menu to unload the KIDS distribution included with this message. 2. From the 'Kernel Installation & Distribution System' menu, select the Installation menu. 3. From this menu, you may now elect to use the following options (when prompted for INSTALL NAME, enter IVM*2.0*111). a. Backup a Transport Global - This option will create a backup message of any routines exported with the patch. It will NOT backup any changes such as DDs or templates. b. Compare Transport Global to Current System - This option will allow you to view all changes that will be made when the patch is installed. It compares all components of the patch (routines, DDs, templates, etc.). c. Verify Checksums in Transport Global - This option will allow you to ensure the integrity of the routines that are in the transport global. d. Print Transport Global - this option will allow you to view the components of the KIDS build. 4. Use the Install Package(s) option and select package IVM*2.0*111. 5. When prompted 'Want KIDS to INHIBIT LOGONs during the install? YES//', it is recommended you answer NO. 6. When prompted to 'Want to DISABLE Scheduled Options, Menu Options, and Protocols?
