 This patch addresses one issue. The problem is that valid debts in  
 patient accounts are not referred to TOP (Treasury Offset Program) for
 collection when a repayment plan is established for one or more bills but 
 not all bills.
  
 Note: This patch must also be installed on all legacy systems.

    Problem:
    --------
    Site lost revenue when valid debts in two patient accounts were not
    referred to TOP for collection because our software failed to process
    the additional eligibility of bills when each account had a bill on
    a repayment plan.
    
    Resolution:
    -----------
    Modified routine RCTOPD to keep processing the additional eligibility
    of bills for sending a debt to TOP when any bill in the account on a
    repayment plan is found.

 INSTALLATION INSTRUCTIONS

 It is recommended this patch be installed outside of normal business
 hours to avoid any complications resulting from users on the system.
     
 This patch should not be installed while the Accounts Receivable 
 Nightly Process Background Job [PRCA NIGHTLY PROCESS] option
 is running. Use Taskman to determine when the background job is scheduled
 to run. Installation will take less than 5 minutes.
     
  1.   Choose the PackMan message containing this patch and invoke the 
       INSTALL/CHECK MESSAGE PackMan option.
      
  2.   Start up the Kernel Installation and Distribution System Menu
       [XPD MAIN]: 
     
            Edits and Distribution ...  
            Utilities ...  
            Installation ...  
    
  Select Kernel Installation & Distribution System Option: Installation

            Load a Distribution 
            Print Transport Global 
            Compare Transport Global to Current System 
            Verify Checksums in Transport Global

  Select Installation Option: 
      
  3.   From this menu, you may elect to use the following options
       (When prompted for the INSTALL NAME, enter PRCA*4.5*224):
     
       a.  Backup a Transport Global - This option will create a backup
           message of any routines exported with this patch. It will not
           backup any other changes such as DD's or templates.
       b.  Compare Transport Global to Current System - This option will
           allow you to view all changes that will be made when this patch
           is installed. It compares all components of this patch
           (routines, DD's, templates, etc.).
       c.  Verify Checksums in Transport Global - This option will allow
           you to ensure the integrity of the routines that are in the
           transport global.
      
  4.   Use the Install Package(s) option and select the package
       PRCA*4.5*224.
     
       a.  When prompted 'Want KIDS to INHIBIT LOGONs during the install?
           YES//', answer NO (unless otherwise indicated).
       b.  When prompted 'Want to DISABLE Scheduled Options, Menu 
           Options, and Protocols? YES//', answer YES.
       c.  When prompted 'Enter options you wish to mark as 'Out Of
           Order':', enter the following options:
     
       [PRCA NIGHTLY PROCESS]   Accounts Receivable Nightly Process 
                                      Background Job
     
       d.  When prompted 'Enter protocols you wish to mark as 'Out Of
