    Problem:
    --------
    This patch will place DSS Stop Code 690 (Telemedicine) on the exemption
    table for the Performance Monitor measures, as requested and approved
    by VA Central Office.  Stop Code 690 will be used by the Care
    Coordination group for the mental health telecommunications program.
    When a veteran receives mental health services via telecommunications
    there will be two encounters set up:
   
      Patient site - using secondary stop code 690.
      Provider site - using secondary stop code of either 692 or 693.  Both
                      are "count" clinics and will transmit workload to
                      Austin.
  
    The 690 clinic visit (patient site) will not have a progress note
    appended to it.  The 692 or 693 clinic visit (provider site) will have
    a progress note appended to it.  One of the performance monitor
    indicators is that all clinic visits have a progress note entered into
    CPRS.  Stop code 690 will be placed on the exemption table because it
    is known, and recognized, that it will not have a note appended to it.
  
  
    Resolution:
    -----------
    Stop Code 690 will be added to the table of stop code exemptions
    in routine SCRPW303 at linetag EXCSTOP.

 INSTALLATION INSTRUCTIONS:

 Users can be on the system during installation of this patch.
  
 If the patch is installed during the normal workday, it is recommended 
 that the following menu options (File #19) and all their descendants be
 disabled to prevent possible conflicts while running the KIDS install.
 Other VISTA users will not be affected.

 1.  LOAD TRANSPORT GLOBAL

     Choose the PackMan message containing this patch and invoke the
     INSTALL/CHECK MESSAGE PackMan option.
  
 2.  START UP KIDS
     -------------
     Start up the Kernel Installation and Distribution System Menu

     Select Kernel Installation & Distribution System Option:  INStallation

 3.  From this menu, you may elect to use the following options
     (when prompted for INSTALL NAME, enter SD*5.3*438):
  
     a.  Backup a Transport Global - This option will create a backup
         message of any routines exported with this patch.  It will NOT
         backup any other changes such as DDs or templates.
  
     b.  Compare Transport Global to Current System - This option will
         allow you to view all changes that will be made when the patch
         is installed.  It compares all components of the patch
         (routines, DDs, templates, etc.).
  
     c.  Verify Checksums in Transport Global - This option will ensure
         the integrity of the routines that are in the transport global.
  
     d.  Print Transport Global - This option will allow you to view
         the components of the KIDS build.
  
 4.  Use the Install Package(s) option and select the package SD*5.3*438.
  
     a.  When prompted "Want KIDS to INHIBIT LOGONS during the
         install? YES//" respond NO.
  
     b.  When prompted "Want to DISABLE Scheduled Options, Menu Options,
         and Protocols? YES//" respond YES.
  
         1)  When prompted "Enter options you wish to mark as "Out of
             Order":" enter the following options:
  
             Performance Monitor Detailed Report [SCRPW PM DETAILED REPORT]
             Performance Monitor Retransmit Report
                                               [SCRPW PM RETRANSMIT REPORT]
