Description:
============

 The Project Management Division, Health Eligibility Center (HEC) and the 
 Chief Business Office (CBO) are requesting an enhancement to the electronic 
 enrollment process that presumes the care provided to combat veterans is 
 related to the combat experience. This requires a modification to the current 
 VistA application when a provider is prompted to respond whether the care 
 being delivered is related to combat service. The modification presumes 
 combat experience to assure that combat veterans do not pay co-payments for
 health care provided for care of combat-related conditions.  It will also
 eliminate the need for VA providers to annotate that each episode of care
 was related to combat experience, saving time and provider resources.
  
 The Patient Care Encounter (PCE) and Scheduling (SD) applications prompt a 
 user during the completion of encounters with the question, "Was treatment 
 related to Combat?". This question must be answered before the encounter or
 requested service will become active. An affirmative response exempts the 
 veteran from any co-payments for services rendered.  Presently the default
 is "NULL" and must be answered by entry of either YES or NO. It is believed
 that the current process results in an undercount of veterans receiving 
 combat related care. This patch changes the default "NULL" response to "YES". 
  
 This patch SD*5.3*519, along with the Registration patch, DG*5.3*761, is 
 being released in a single KIDS software distribution (Host file) 
 SD_53_P519.KID.

 This patch will set the default value of YES to the DEFAULT field (#.04) in 
 the OUTPATIENT CLASSIFICATION TYPE file (#409.41).

 This patch can be loaded with users on the system, however it should be 
 installed during off peak hours to minimize disruption to users. 
 
  
 Installation Time - less than 5 minutes.
  
 1.   LOAD TRANSPORT GLOBAL
      ---------------------
      Download the KIDS file SD_53_P519.KID from the ANONYMOUS.SOFTWARE directory
      of the Albany OIFO to the appropriate directory on your system.
  
 2.   START UP KIDS
      -------------
      Start up the Kernel Installation and Distribution System Menu

      Select Kernel Installation & Distribution System Option: INStallation

          Load a Distribution

          Compare Transport Global to Current System

      Select Installation Option: LOAD A DISTRIBUTION

 3.   Select the LOAD A DISTRIBUTION option on the KIDS INSTALLATION menu, and
      enter: SD_53_P519.KID
  
 4.   Select Installation Option:

      NOTE:  The following are OPTIONAL - (When prompted for the INSTALL
             NAME, enter SD*5.3*519):
  
      a.  Backup a Transport Global - This option will create a backup
          message of any routines exported with this patch. It will not
          backup any other changes such as DD's or templates.
      b.  Compare Transport Global to Current System - This option will
          allow you to view all changes that will be made when this patch
          is installed.  It compares all components of this patch 
           (routines, DD's, templates, etc.).
      c.  Verify Checksums in Transport Global - This option will allow
          you to ensure the integrity of the routines that are in the
          transport global.
  
 5.   Select Installation Option: Install Package(s)
